Process for Historic Tax Credit Certification
To obtain the historic preservation tax credits offered by state and federal governments, a property is generally certified historic and the rehabilitation must follow certified criterion to meet historic requirements. A three-step process, reviewed by the State Historic Preservation Office and National Park Service, must be completed to garner the Historic Tax Credit:
Part 1 - Preliminary Determination of Significance
This application seeks a preliminary determination that the building is historic. A Part 1 Application must be completed if the building is located within a National Register Historic District or, a Certified Local Government historic district or, has not yet been listed on the National Register of Historic Places. To become eligible for Historic Tax Credit a property must be listed on the National Register of Historic Places. Qualification for this listing is completed by a preliminary assessment of the property, and a National Register Nomination submitted to state and federal government.
Part 2 - Description of the Rehabilitation
This application describes in detail the proposed rehabilitation. The purpose of this review is to ensure that "character-defining features" are preserved and properly rehabilitated. The rehabilitation plans must be in compliance with the Secretary of the Interior's Standards for Rehabilitation.
Part 3 - Request for Final Certification
This application documents the rehabilitation to assure that the rehabilitation work was completed as stipulated and approved in the Part 2. The Final Certification is completed after the building is put into service.
